The financial terms were not immediately released, but the deal reportedly includes an option for a third year.
Betancourt was 5-1 with a 1.47 ERA in 68 appearances for the Tribe in 2007.
Reds, Affeldt Finalize One-Year, $3M Deal
According to the Associated Press, the Cincinnati Reds and pitcher Jeremy Affeldt finalized their one-year, $3 million deal Wednesday.
Affeldt, who has appeared as a starter and a reliever in his career, has the ability to make over $1 million in performance bonuses next season.
He pitched as a reliever for the Colorado Rockies last season.
Rays, Shields Agree To Seven-Year Contract
The Tampa Bay Rays and pitcher James Shields have agreed on a seven-year contract.
The first four years of the agreement are guaranteed with the team holding options for the 2012, 2013 and 2014 seasons, covering Shields' final arbitration year and first two years of free agency. It is potentially the longest contract in club history with a maximum value of approximately $44 million.

According to ESPN.com, Octavio Dotel and the Chicago White Sox have come to terms on a two-year contract worth $11 million over the length of the deal.
The team is expected to make an announcement regarding the deal on Tuesday.
Molina Re-Signs With St. Louis
Yadier Molina, one of the top defensive catchers in the major leagues, agreed Monday to a $15.5 million, four-year contract with the St. Louis Cardinals.
The 25-year-old had asked for a raise from $525,000 to $2.75 million in salary arbitration, and the Cardinals had offered $1.85 million.
Molina gets a $250,000 signing bonus, $1.75 million this year, $3.25 million in 2009, $4.25 million in 2010, and $5.25 million in 2011. The deal includes a $7 million club option for 2012 with a $750,000 buyout, and the option increases to $7.5 million if he is traded.
Cubs Sign Takatsu To Minor-League Deal
