The Baltimore Orioles have released right-hander Scott Proctor.

He was pitching at Triple-A Norfolk.

Proctor allowed seven earned runs, and 13 total, in 7 1/3 innings with the Tides. He surrendered 10 hits, walked 10 and struck out six.

The Texas Rangers have placed outfielder Julio Borbon on outright waivers, according to a Major League source.

Texas had to make a decision on Borbon by Wednesday afternoon.

Interest in Borbon didn't materialize enough to get a return in a trade, the source said.

The Toronto Blue Jays have claimed outfielder Casper Wells off waivers from the Seattle Mariners.

Seattle designated Wells for assignment March 31, when the Mariners kept Jason Bay as a backup outfielder.

Wells hit .228 with 10 home runs in 93 games last year in his first full season with Seattle.

The Philadelphia Phillies have claimed Ezequiel Carrera off waivers from the Cleveland Indians.

To make room on the 40-man roster, Philadelphia has designated fellow outfielder Ender Inciarte for assignment.
