Vladimir Gutierrez, one of the top Cuban pitching prospects, received his residency in Mexico and has registered with Major League Baseball.

Gutierrez will be able to sign during the 2015-16 signing period, which begins on July 2.

His ability to sign on July 2 had previously been in question, since international players born after Sept. 1, 1995 are required to be registered with the commissioner's office by May 15 in order to be eligible for the upcoming signing period instead of having to wait until July 2, 2016 to sign.

MLB still has to declare Gutierrez a free agent, so it’s still not certain that he will be eligible to sign right away on July 2.
