Jorge Soler can't be offered a Major League contract yet, but the Phillies and Yankees are still pursuing him. The Cuban outfielder hasn't been cleared by the Office of Foreign Assets Control. The Cubs are believed to want to sign the 19-year-old to a four-year, $27.5 million deal. Since he can't yet be signed, Philadelphia and New York are trying to enter the bidding.
