The Giants are unlikely to spend big in International free agency, scouting director John Barr said. "We're working on some things," said Barr, who leaves today for a weeklong trip to the Dominican Republic. "But a lot has happened all through Latin America. The commissioner's office is getting involved with (drug) testing, and you've got people asking for a lot of money. "We felt we weren't going to chase some people. That's why we didn't make a big splash like you've seen." Barr said one consideration is that "we're in this thing and positioned to make a run," but he wouldn't go as far to say that his scouting budget was reduced to support the major league payroll.
