Chris Perez has blamed ownership for Cleveland's failure to compete in the American League recently.

Perez was asked about the differences between the Indians and rival Tigers.

"Different owners," he said. "It comes down to that. They are spending money."

"It's not just ownership," Perez said. "They don't make the trades. It's the GMs. It goes hand in hand."
