The Rays and outfielder B.J. Upton appear headed for a February arbitration hearing.
Tampa Bay reached agreements on one-year deals with shortstop Jason Bartlett, right-hander Matt Garza and left-handed reliever J.P. Howell, but they were unable to agree with Upton.
