Bud Selig said MLB would seek to subject international amateurs, who currently are recognized as free agents, to the draft. Both the cap and the "worldwide" draft have been discussed in previous CBA negotiations, but neither has survived to make it into the final agreement.
"There's no question in my mind, in 2011, certainly a [hard] slotting system and a worldwide draft are things we will be very aggressive in talking about," Selig said.
