Free-agent left-hander Jarrod Washburn has rejected a one-year, $5 million offer from the Twins.
A person with knowledge of the situation told the Star Tribune of the rejection, which has stalled talks between the two sides.
Washburn, 35, is a Wisconsin native and has indicated that he would like to play closer to home.
The veteran was 9-9 with a 3.78 ERA last season but only 1-3 with a 7.33 ERA in eight starts with Detroit after being traded from Seattle.
