The Phillies have declined the $5.5 million option on the contract of third baseman Pedro Feliz for the 2010 season. Feliz hit .266 with 12 home runs and 82 RBIs in 2009. Philadelphia general manager Ruben Amaro Jr. says he won't rule out bringing back Feliz.
