Major League Baseball has suspended Boston Red Sox replay system operator J.T. Watkins without pay through the 2020 postseason and stripped the club of its second-round draft pick after completing an investigation into allegations that they stole signs during the 2018 season.

Alex Cora, who parted ways with the Red Sox earlier this offseason, has also been suspended through the 2020 postseason, but only for his conduct as Houston Astros' bench coach, the league said in its announcement.

Rob Manfred wrote in his report that he does not believe Cora was aware of Watkins' actions, and he will not impose additional discipline.

Major League Baseball is creating infrastructure that will enable players to submit footage of them hitting and throwing that will be shared with all teams ahead of this year's draft.

The league is expected to provide more information to teams in the coming days.  

The commissioner's office issued a memo to teams last week telling them that draftees are not permitted to send video or data to teams without first directing it to the league.

The video submission function is available to only the top 300 prospects in the draft, a designation that is typically determined by the remains of MLB's internal scouting department.

Major League Baseball is relaxing some scouting restrictions leading up to the 2020 draft.

Clubs can now contact amateur prospects using electronic communication and gather data and video on players, but they remain barred from attending in-person activities and holding tryouts as they prepare for the draft and international signing period.

The memo, which was sent to teams on Friday, offered a slight relaxation of the full scouting shutdown mandated in mid-March.
