Yoan Moncada is now cleared to sign with a Major League team after MLB altered standards for incoming players from Cuba.

Moncada is a very hyped second baseman that has drawn Major League interest this winter.

With a so-called "specific license" from OFAC no longer needed, MLB will now accept a "general license" combined with a "sworn statement that the prospect permanently resides outside of Cuba and has no intent to return to Cuba," according to a report.
