Edwin Jackson is changing his representation, leaving Scott Boras for the Legacy Agency, according to sources.
Jackson, 28, signed a one-year, $11 million free-agent contract with Washington last offseason after turning down multiyear deals from others.
The Pirates offered him a three-year contract for around $30 million, sources said.

The Nationals have the best record in the National League, but Stephen Strasburg is approaching a team-mandated innings limit.
However, manager Davey Johnson doesn't necessary believe that Washington needs to add some pitching.
"I like what we have here and I don't see any emergency move needed," Johnson said.
"Then comes the question -- why pick up a pitcher? We've got other options. We don't have to ship away a couple talented Minor Leaguers for somebody. It's not a wise move for a month or whatever."
