Former Padres general manager Kevin Towers says the team used to play with the radar readings on their scoreboard to frustrate some pitchers.
"We used to dial it down," Towers said with a smile.
"I know for a fact that every time Brad Penny pitched for the Dodgers in San Diego it was probably the lowest velocities he ever had. He liked velocity. He'd stare at the board. He was throwing 95-96 (mph), but we'd have it at 91 and he'd get pissed off and throw harder and harder and start elevating."
As recently as 10-15 years ago, pitch velocity was the exclusive domain of radar gun-toting scouts. Now, every ballpark in the majors displays velocities.

Mat Latos will make his 2011 debut when the Padres face the Reds on Monday at Petco Park.
Latos, 23, suffered from shoulder bursitis in spring training and started the season on the disabled list.
"It's time to get him back on the horse," San Diego manager Bud Black said of Latos, who went 14-10 with a 2.92 ERA in 2010, his first full season in the Majors.
"He feels ready. ... I think he's excited for his first start of the year."

After four rain delays, which lasted three hours and 36 minutes, umpires decided to suspended Friday night's game between the Dodgers and Padres.
The game is currently tied at 2-2 in the top of the ninth inning.
During the long breaks, the players sat around and talked, hit the weight room or snacked.
"We played baseball every now and then, so that kept us awake a little bit," San Diego starter Clayton Richard said.
The game will be resumed at 5:35 p.m. Saturday, before that night's regularly scheduled game.
"I've seen a lot of them like this," said Dodgers manager Don Mattingly. "East Coast, we played a lot of these on and off, and on and off."

With his son on the Dodgers, Tony Gwynn is now willingly rooting for the Dodgers.
Nine days after the Padres released him, Tony Gwynn Jr. passed a physical and officially signed a major league deal with the Dodgers.
"Blood is thicker than anything else," Gwynn said. "I'm going to be pulling for him. I've got no qualms about that. And having to play the Padres 18 times, there are going to be some times where I'm sitting in the booth, I don't know what I'm going to do.
"But, hey, I've got to pull for my son."

Padres starter Mat Latos felt fine after throwing off the mound on Thursday.
It was the first time he did so in 10 days and San Diego manager Bud Black liked the way the right-hander looked.
Bursitis landed Latos on the disabled list to begin the season.
"From what I saw, he looked fine and he looked healthy," Black said.
Latos is expected to pitch in a minor league game on Monday.
