The Rockies have made an offer to a starting pitcher, but general manager Dan O'Dowd won't disclose the identify of the free-agent. O'Dowd only said that the pitcher is not Kevin Millwood. There are several starters the Rockies have had interest in over the winter, including Rodrigo Lopez and Jeff Francis.
