The Angels continued to fortify their bullpen by signing left-hander Scott Downs to a three-year contract Friday worth $15 million. Downs, 34, went 5-5 with a 2.64 ERA in 67 games for the Blue Jays last year. A nine-year veteran, Downs is 27-28 with a 3.79 ERA in his career.
