It appears unlikely that the Phillies will sign pitcher Pedro Martinez at midseason again this year.

Philadelphia general manager Ruben Amaro Jr. spoke with agent Fernando Cuza and was told that Pedro has yet to throw off a mound.

A year ago, when the Phillies signed Martinez, he had been throwing off a mound.
