The Royals aren't expected to make a significant splash in the free agent market this winter.

Kansas City highlighted the last two Decembers with super-sized signings -- pitcher Gil Meche in 2006 for five years at $55 million and outfielder Jose Guillen in 2007 for three years at $36 million.

"Every team has a budget and we're no different," general manager Dayton Moore said.
